Os protestos que varreram os Estados Unidos e o mundo após o assassinato policial de George Floyd foram diferentes de tudo que vimos em pelo menos meio século. Eles não mostram sinais insatisfação mundial com a instituição policial.
O slogan “desfinanciar a polícia” surgiu como uma demanda central nesses protestos. O criminologista Alex Vitale há muito defende essa tese, especialmente em seu livro Abolindo a policia (que será lançado em 2021 pela editora Autonomia Literária).
O vice-editor da Jacobin, Micah Uetricht, entrevistou Vitale para saber mais sobre os princípios básicos da abolição policial, como o policiamento sempre foi um componente-chave de nosso sistema econômico e por que os protestos são motivo de sério otimismo nesses tempos sombrios. Vamos começar com uma pergunta muito básica sobre o “desfinanciamento da polícia”. Obviamente, muitas pessoas que ainda não são de esquerda ouvem uma frase como essa e pensam imediatamente que vão perder a proteção que a polícia supostamente oferece às suas comunidades. Como você vê essa contradição e como a esquerda pode superar?

Parte do problema é que, há décadas, as comunidades ouvem que o único recurso de que podem dispor para lidar com seus problemas comunitários é mais policiamento e mais encarceramento. As comunidades que têm crimes reais e problemas de segurança pública estão desesperadas por ajuda e, se a única coisa oferecida for o policiamento, elas pedirão mais policiamento.
Nosso trabalho é definir como seriam as alternativas e dar às pessoas a sensação de que têm o poder de pedir o que realmente desejam. Muitas pessoas nessas comunidades sabem que seriam mais bem atendidas por um novo centro cultural juvenil ou programas antiviolência, mas ouvem que nunca poderão obter essas coisas.
As pessoas têm inseguranças e temos que superar essa ideia de que a única maneira de enfrentá-las é com policiamento. E podemos fazer isso de maneiras direcionadas muito específicas. O que geralmente recomendo quando viajo pelo país conversando com organizações comunitárias é que devemos começar com uma avaliação das necessidades da comunidade: quais são as necessidades de segurança pública que você está enfrentando e que foram entregues à polícia para gerenciar? E uma vez que as tivermos identificado, podemos começar a pensar como podem ser as alternativas.
Podemos trazer especialistas externos; podemos conversar com pessoas da comunidade que estão tentado fazer um trabalho positivo fora do sistema de justiça criminal. E então temos que exigir que nossos políticos eleitos realmente forneçam essas soluções, em vez de mais policiamento.
Na medida em que os governos locais podem nos fornecer essas alternativas, isso é uma vitória, e na medida em que eles não podem, isso levanta a questão: “Por que não?” O que há neste sistema em que vivemos que não quer e é incapaz de atender às necessidades humanas mais básicas da nossa sociedade? Isso pode levar a um tipo mais profundo de análise e a um tipo mais amplo de visão política.

Além da necessidade de desfinanciar a polícia, qual é o papel dela no capitalismo? Muitas pessoas associam a polícia a um serviço que você liga em uma emergência, mas você escreve no seu livro que a função delas é bem diferente.

Todos nós crescemos com programas de televisão em que os policiais são super-heróis. Eles resolvem todos os problemas; eles pegam os bandidos; eles perseguem os ladrões; eles encontram os assassinos nas séries e etc. Mas tudo isso é um grande mito. Não é isso que a polícia realmente faz. Eles não estão perseguindo ladrões de banco ou assassinos de séries. A grande maioria dos policiais realiza uma prisão por crime doloso por ano. Se eles fizerem dois, eles são o policial do mês.
A polícia está controlando os sintomas de um sistema de ultra exploração. Isso sempre esteve no cerne do policiamento norte-americano e internacional.
No livro, eu exponho as maneiras pelas quais as origens do policiamento no mundo todo, principalmente no início do século XIX, ocorrem em relação direta com os três sistemas primários de exploração econômica durante aquele período: colonialismo, escravidão e a ascensão de industrialização. O policiamento se desenvolve para tornar possíveis esses regimes de acumulação e exploração.
Falamos sobre a polícia metropolitana de Londres como sendo a primeira força policial moderna e dizemos: “Oh, isso é ótimo, policiamento por consentimento – é uma alternativa ao uso de milícia”. O modelo para a Polícia Metropolitana de Londres foi desenvolvido por Sir Robert Peele.
Mas ninguém fala sobre qual era seu trabalho antes de aparecer como Polícia Metropolitana: ela estava encarregada com invasão inglesa na Irlanda e desenvolveu a Força de Preservação da Paz da Irlanda como uma alternativa paramilitar ao uso do Exército Britânico. Ela foi uma força protopolicial, incorporando-a às comunidades locais para que pudessem reprimir preventivamente o que chamavam de atentados agrícolas – levantes camponeses contra proprietários britânicos que os matavam de fome.
Peele volta para Londres no momento em que a cidade está sendo inundada por camponeses que foram desalojadas do campo, em busca de empregos no novo setor industrial, e ele usa a polícia para ajudar a transformar essa população num trabalhador estável e dócil. Ele quebra seus sindicatos, invade suas cervejarias, os incomoda na rua por causa de comportamento turbulento e desordenado – tudo para formar uma nova classe trabalhadora. Nos Estados Unidos, tínhamos nossas próprias forças policiais coloniais, como os Texas Rangers. Tínhamos formas ainda mais antigas de policiamento em Charleston, Carolina do Sul, cujo trabalho principal no final dos anos 1700 era o gerenciamento dos escravos.
A história do policiamento norte-americano sempre foi sobre o intercâmbio das origens desses três sistemas. Hoje, não estamos lidando com a escravidão e o colonialismo da mesma forma. Em vez disso, temos o capitalismo neoliberal e a austeridade. Esse sistema está produzindo enormes desigualdades na sociedade e o esvaziamento do Estado de bem-estar, que por sua vez está produzindo desabrigados em massa, doenças mentais, relações problemáticas com excesso de drogas, mercados negros de drogas e trabalho sexual e bens roubados, que as pessoas submetem-se para sobreviver nesta economia precária. O policiamento veio para controlar essas populações suspeitas – na verdade, para eles, populações excedentes. Eles não estão tentando transformá-los em uma classe trabalhadora, estão encarcerando em prisões e cadeias.
Temos que entender o policiamento como uma ferramenta fundamentalmente de controle social para facilitar a exploração. Então, a ideia de que vamos torná-los mais legais e amigáveis enquanto fazem essas tarefas é risível.

Trump quis piorar o problema, mas é um problema bipartidário. Os prefeitos democratas abraçaram totalmente este programa.

E mesmo que ele esteja fazendo merda com eles, ainda há esse alto nível de raiva que é dirigido contra ele pela própria policia. Você pode falar como um departamento de polícia ganhou uma quantidade incrível de poder confrontado até mesmo o prefeito em exercício?

Ele poderia fazer algo se quisesse, e eu não acho que ele realmente queira. Ele capitulou a um certo tipo de política reacionária, nessa ideia de que não há alternativa. Ele tem medo da desordem. Ele acha que qualquer aumento do crime fortalecerá as forças reacionárias e trará de volta alguém como Rudy Giuliani. E, de certa forma, isso não é uma ideia maluca, porque Guiliani foi levado ao cargo na onda dos fracassos de Koch e Dinkins para controlar a desordem (assunto do meu primeiro livro).
Mas o que está em jogo aqui é uma crise de imaginação. Ele aceitou a ideia de que a única maneira de controlar a desordem e o crime é entregar o problema à polícia e, uma vez que ele tomou essa decisão, tudo está perdido. Porque então ele está permitindo não apenas a perda de fundos para a polícia e a criação de um aparato repressivo – ele está investindo em uma ideologia, essa ideologia de linha tênue que diz que a única coisa que mantém a sociedade unida são as intervenções punitivas e coercitivas do policiamento. Uma vez que essa ideologia esteja estabelecida, é impossível dizer: “Mas também precisamos de programas sociais”, porque essa ideologia descarta a utilidade desse tipo de intervenções. Portanto, ao dobrar o apoio à polícia, ele minou a possibilidade de qualquer alternativa progressista real. Não existe uma visão progressista que não esteja enraizada em tirar o financiamento da polícia.

Julian Go, um sociólogo, acaba de publicar um artigo que mostra que o desenvolvimento da militarização da polícia nos Estados Unidos na virada do século passado estava diretamente ligado a coisas como a intervenção dos Estados Unidos nas Filipinas. Há essa semelhança, em que as forças policiais nos Estados Unidos vêem os imigrantes e os afro-americanos como uma população colonizada a ser controlada pela polícia, e que as regiões mais problemáticas são aquelas com as maiores populações suspeitas.

Ouvir sobre esses laços não surpreenderá ninguém que saiu às ruas recentemente. Se você está em um protesto nas ruas de uma grande cidade dos Estados Unidos e ouve flash e bangs e é baleado com balas de borracha, parece uma zona de guerra. Você pode falar um pouco mais sobre essa ligação entre as polícia e imperialismo?

Dou um exemplo no meu livro sobre a formação da primeira força policial estadual, a Polícia Estadual da Pensilvânia, há cerca de 120 anos. Houve uma série de levantes nas minas de carvão e ferro da Pensilvânia naquela época; este é o período inicial da sindicalização industrial. Proprietários de carvão e proprietários de fábricas de ferro não conseguiram controlar e tentaram recrutar a polícia local. Mas a polícia local não conseguiu ou não quis controlar a greve.
Eles foram ao governador e ele disse: “Vamos criar uma força policial estadual semiprivada chamada Polícia de Carvão e Ferro”. Basicamente, as empresas de carvão e ferro poderiam contratar quem quisessem e pagar uma taxa de um dólar ao governo estadual, e obteriam um distintivo estadual. Eles saíram, fizeram massacres e foi horrível. Então o governador disse: “Não, não podemos fazer isso; vamos criar uma força policial estadual profissional moderna”.
Qual era o sua referência? Os militares dos Estados Unidos que estavam nas Filipinas. Na verdade, ele importou pessoal e tecnologia diretamente das Filipinas para desenvolver um conjunto de estratégias de contra-insurgência para acabar com as greves – de preferência com menos violência e matança para ter mais legitimidade. Os trabalhadores os chamavam de “cossacos da Pensilvânia”. Essa tem sido a história da polícia.
Hoje temos policiais que se parecem cada vez mais com os militares, e militares que se parecem cada vez mais com uma força policial em muitos aspectos. Grande parte do policiamento em lugares como Afeganistão e Iraque envolve a manutenção do espaço urbano e tem uma função semelhante à da polícia. Às vezes, ouvimos veteranos que retornam e veem o que está acontecendo nos Estados Unidos e dizem: “Quando estávamos no Exército, nunca teríamos sido autorizados a usar a força dessa forma, dadas as circunstâncias. Nossas regras de ação eram muito mais rígidas do que as que a polícia hoje.”
Vimos essa militarização se internalizando em nossa segurança interna. Parte disso estimulou um novo mercado doméstico para produtores militares. Portanto, não se trata apenas de jogar o lixo militar nos departamentos de polícia, mas também de criar uma nova demanda.
Mas também é sobre a expansão de toda uma mentalidade militar na polícia. Treinamento de estilo guerreiro, o aumento no número de unidades paramilitares e a forma que moldou o funcionamento das unidades especiais, como a de narcóticos, que se consideram Rambos, derrubando portas e esfregando as pessoas contra as paredes. Qualquer um que pensa que o treinamento irá limitar esse preconceito implícito está se enganando.

Devemos tentar mudar a consciência social para nos preocupar menos com o crime do colarinho azul (polícias) e mais com o crime do colarinho branco (políticos), que pode ter mais consequências sociais? Como devemos falar sobre os saques da classe executiva?
AV
Sim, precisamos repensar noções fundamentais de justiça e responsabilidade em nossa sociedade, para que possamos entender essas coisas em relação às questões de dano à sociedade.
Obviamente, se alguém roubar minha bicicleta ou me roubar, isso é um dano real a mim e precisamos fazer o que pudermos para reduzir esses danos. Mas quando um banco toma minha casa, limita minha comunidade, rouba meu salário – isso também é um mal. E esse dano costuma ser infligido simultaneamente a milhões de pessoas, de modo que os danos cumulativos são muito maiores. Quando uma empresa química envenena o meio ambiente, isso também é um dano, mas pensamos nesses danos de forma diferente.
Sempre que os políticos querem enquadrar algo como um problema criminal, precisamos olhar para o que eles estão encobrindo e o que estão permitindo, porque estão usando isso para servir a um projeto político. Assim como Nixon nos anos 1960 criou a Guerra às Drogas não porque se importasse com overdoses de drogas – foi uma estratégia racista e rançosa trazer democratas do sul historicamente brancos para o Partido Republicano na esteira do Movimento dos Direitos Civis. Então, ele cria novos tipos de crimes federais e se propõe a processá-los.
Precisamos repensar completamente não apenas o que é crime e não crime, mas também como lidamos com esse crime. Não acho que encontrar um executivo aqui ou ali e colocá-lo na prisão por poluir o meio ambiente é a melhor maneira de resolver esse problema, porque não é uma solução sistêmica. Não lida com a extensão do poder corporativo. Temos que controlar o poder corporativo sistematicamente. Temos que controlar o poder dos bancos, o poder dos poluidores, e isso exige uma política muito mais ampla.

AV
Não estou nas ruas de todo o país e acho que temos muito que aprender sobre o que é esse sentimento de injustiça. Mas tenho observado o que posso e olhando os cartazes e conversando com algumas pessoas, e está claro que esses protestos não são apenas sobre policiamento. Essas são grandes reuniões multirraciais, e acho que essas ruas estão cheias de apoiadores de Bernie Sanders, pessoas que estão preocupadas com o Medicare for All, que estão preocupadas com salários e condições de trabalho, e que o policiamento foi apenas o gatilho para iniciar esse movimento.
Quando olhamos para os motins e revoltas da década de 1960, não falamos sobre eles hoje como uma questão só de policiamento. Entendemos que o policiamento costumava ser o gatilho, mas não era o que realmente estava gerando essa raiva e desejo de mudança. Isso é verdade hoje – trata-se do fracasso da liderança política de ambos os partidos políticos. É sobre uma espécie de medo geracional com o futuro, sobre o meio ambiente, sobre a desigualdade econômica, a depressão e a sensação de que não há ninguém lá fora articulando um caminho real a seguir – nem com esses prefeitos de grandes cidades, nem com a atual liderança do Partido Democrata.
As ruas se tornam a única avenida para expressar essa indignação. A questão para mim é: será sustentado e canalizado para movimentos mais organizados e com demandas específicas, para que possamos realmente começar a construir um poder político e não apenas criar um clima de crise, que é importante, mas não suficiente?

Mas há um conjunto mais profundo de movimentos em Washington, e pessoas como a deputada Ayanna Pressley e outros apresentaram alguns documentos muito bons que falam sobre reduzir o apoio à criminalização.

Temos muitos políticos locais, muitos deles associados ao DSA, mas não todos. Sou uma grande fã da senadora estadual Julia Salazar, com quem converso de vez em quando. Ela entende, como muitas dessas outras pessoas, que a segurança pública não vem com mais arma e polícia. Vem da construção de infraestruturas comunitárias que apoiam as pessoas, criam famílias estáveis e evitam o roubo de casas hipotecadas. Na semana passada, um grupo de mais de 40 candidatos à Câmara Municipal de Nova York assinou um documento se comprometendo a fazer campanha para cortar o orçamento da polícia em um bilhão de dólares.
Este é um sinal política emergente que estamos vendo em Nova York e em muitas outras partes do país. Existem campanhas ativas em andamento em dezenas de cidades nos Estados Unidos para tirar o dinheiro da polícia, e são esses tipos de movimentos que precisam se tornar parte de nosso repertório político geral.

Poderíamos ter centros antiviolência nas comunidades que abordassem problemas de violência doméstica e violência juvenil, de disputas entre pessoas na comunidade. Podem ser funções governamentais, podem ser funções sem fins lucrativos ou podem ser algum tipo híbrido. Precisamos apenas ter controle do problema tanto quanto possível, sem criminalizar.
