A feliz idéia de usar a celebração de um feriado proletário como um meio para alcançar a jornada de trabalho de oito horas diárias nasceu na Austrália. Foi então que o representante dos sindicatos franceses, o trabalhador Lavigne de Bordô, propos que esta exigência fosse expressa em todos os países através de uma paralização universal do trabalho. O representante dos trabalhadores norte-americanos chamou a atenção para a decisão de seus camaradas de entrar em greve no dia 1° de maio de 1890 e o Congresso decidiu que esta data seria a da celebração universal dos proletários.
Neste caso, como há trinta anos atrás na Austrália, os trabalhadores realmente pensaram em uma manifestação que ocorresse uma só vez. O Congresso decidiu que os trabalhadores de todas as terras manifestariam-se juntos pela jornada de oito horas no dia 1° de maio de 1890. Ninguém falou de uma repetição do feriado para os próximos anos. Naturalmente, ninguém poderia prever a enorme rapidez com a qual esta idéia iria triunfar e como iria ser adotada pelas classes trabalhadoras tão rapidamente. No entanto, foi suficiente celebrar o Dia dos Trabalhadores apenas uma vez para todos entenderem e sentirem que o Dia dos Trabalhadores deveria ser uma tradição contínua e anual.
O primeiro de maio exige a introdução da jornada de oito horas. Mas mesmo depois desse objetivo ter sido alcançado, o Dia dos Trabalhadores não foi deixado para trás.
